Chinese fishing boat detained in Japan: Xinhua

BEIJING (Reuters) - Japan's coastguard detained a Chinese fishing boat within Japanese waters on Sunday evening, China's Xinhua news agency said, citing the Chinese consulate general in Fukuoka, a city in southwestern Japan.

The captain of the boat, registered in the southeastern Chinese province of Fujian, and two crew members have been brought to the southern Japanese city of Kagoshima for questioning, Xinhua said.

It said the captain had admitted he was in Japanese waters.

The incident comes just months after anti-Japanese protests erupted in many Chinese cities over disputed islands near Taiwan, known as the Diaoyu in Chinese and Senkaku in Japanese. Those tensions have cooled but could flare up if stoked by nationalists on either side.

A spokesperson for the Japanese embassy in Beijing could not be reached for comment late on Sunday evening.

The Chinese fishing fleet tends to range far into the waters east of China to offset depleted stocks closer to shore.

UN Envoy warns of mass death next year in Syria

The international envoy to Syria emphasized the deteriorating situation in the country, and called for a quick end to the conflict, warning hundreds of thousands could die next year.

Lakhdar Brahimi, the U.N.-Arab League envoy for the Syrian crisis, told reporters in Cairo that if the crisis continues?Syria?will not be divided into states "like what happened in Yugoslavia" but will face "Somalization, which means warlords, and the Syrian people will be persecuted by those who control their fate."

Syrian rebels are fighting a 21-month-old revolt against President Bashar Assad's regime. Activists say more than 40,000 people have been killed in the crisis, which began with pro-democracy protests but has morphed into a civil war.

Since starting his job in September, Brahimi has sought to advance an international plan, reached in Geneva six months ago, that calls for an open-ended cease-fire between rebels and government troops and the formation of a transitional government to run the country until elections can be held.

Over the past week Brahimi went to Damascus where he met Assad then flew to Moscow, one of?Syria's?closest international allies, where he discussed ways of ending the country's crisis.

"The situation in?Syria?is bad. Very, very bad," Brahimi said after meeting Arab League chief Nabil Elaraby. "It is getting worse and therefore if nearly 50,000 were killed in nearly two years if, God forbids, this crisis continues for another year, it will not only kill 25,000. It will kill 100,000. The situation is deteriorating."

The monthly death toll in?Syria?rose over the past months, as both sides have used heavier weapons and as the Syrian army started using its warplanes to attack rebel-held areas around the country.

Brahimi said that peace and security in the world will be threatened directly from?Syria?if there is no solution within the next few months. "I warn of what will come. The choice is between a political solution or of full collapse of the Syrian state."

China tightens Internet controls, legalizes post deletion

China unveiled tighter Internet controls on Friday, legalizing the deletion of posts or pages which are deemed to contain "illegal" information and requiring service providers to hand over such information to the authorities for punishment.

The rules signal that the new leadership headed by Communist Party chief Xi Jinping will continue muzzling the often scathing, raucous online chatter in a country where the Internet offers a rare opportunity for debate.

The new regulations, announced by the official Xinhua news agency, also require Internet users to register with their real names when signing up with network providers, though, in reality, this already happens.

Chinese authorities and Internet companies such as Sina Corp have long since closely monitored and censored what people say online, but the government has now put measures such as deleting posts into law.

"Service providers are required to instantly stop the transmission of illegal information once it is spotted and take relevant measures, including removing the information and saving records, before reporting to supervisory authorities," the rules state.

The restrictions follow a series of corruption scandals amongst lower-level officials exposed by Internet users, something the government has said it is trying to encourage.

Li Fei, deputy head of parliament's legislative affairs committee, said the new rules did not mean people needed to worry about being unable to report corruption online. But he added a warning too.

"When people exercise their rights, including the right to use the Internet, they must do so in accordance with the law and constitution, and not harm the legal rights of the state, society ... or other citizens," he told a news conference.

Chinese Internet users already cope with extensive censorship measures, especially over politically sensitive topics like human rights and elite politics, and popular foreign sites Facebook, Twitter and Google-owned YouTube are blocked.

Earlier this year, the government began forcing users of Sina's wildly successful Weibo microblogging platform to register their real names.

The new rules were quickly condemned by some Weibo users.

"So now they are getting Weibo to help in keeping records and reporting it to authorities. Is this the freedom of expression we are promised in the constitution?" complained one user.

"We should resolutely oppose such a covert means to interfere with Internet freedom," wrote another.

The government says tighter monitoring of the Internet is needed to prevent people making malicious and anonymous accusations online, disseminating pornography and spreading panic with unfounded rumors, pointing out that many other countries already have such rules.

Despite periodic calls for political reform, the party has shown no sign of loosening its grip on power and brooks no dissent to its authority.

Two killed as Russian passenger plane splits apart after landing

MOSCOW (Reuters) - A Russian passenger plane with up to 12 people on board split into three pieces after sliding off a runway and crashing into a highway outside a Moscow airport on Saturday, officials said.

State-run RIA news agency said two people were killed.

A photograph posted on the Internet showed a wrecked plane on a highway outside Vnukovo airport, with smoke billowing from the back end and only a mangled part of the front half visible.

"After a hard landing, the plane split into three pieces," Yelena Krylova, chief spokeswoman for the airport, said in televised comments.

She said there were 11 people on board, all crew, and that nobody was killed, but RIA cited police as saying two people were killed.

An Emergency Situations Ministry official said on television that 12 people were aboard.

The Tupolev-204 passenger plane was operated by the Russian airliner Red Wings and traveling from Czech Republic, Krylova said.

Novel role of BRCA1 in regulating the survival of skin stem cells identified

Dec. 27, 2012 ? Researchers have uncovered a novel role of BRCA1 in regulating the survival of skin stem cells.

Our DNA, which stores our genetic information, is constantly submitted to damage. If not properly repaired, DNA damage can lead to cell death, which may in turn lead to tissue exhaustion and aging, or induce mutations resulting in uncontrolled cell proliferation and cancer. Brca1 is a key gene that mediates DNA repair. Mutations in Brca1 lead to familial and sporadic breast and ovarian cancer in humans.

In this study published in Genes and Development, researchers led by C?dric Blanpain, MD/PhD, Professor at Universit? libre de Bruxelles (ULB) and WELBIO investigator, showed the critical role of Brca1 for the maintenance of hair follicle stem cells.

Peggy Sotiropoulou and colleagues showed that upon deletion of the breast cancer associated gene Brca1 in the epidermis, hair follicle cells show high levels of DNA damage and cell death, which induce hyperproliferation and finally exhaustion of hair follicle stem cells resulting in hair follicle degeneration. In contrast, the other types of stem cells located in the epidermis, which are forming the skin barrier and the sebaceous glands, are maintained and continue to function normally despite the absence of BRCA1, demonstrating the different requirement for BRCA1 in the distinct types of adult stem cells. "We were very surprised to see that distinct types of cells residing within the same tissue may exhibit such profoundly different responses to the deletion of the same, crucial gene for DNA repair gene" comments Peggy Sotiropoulou, the first author of this study.

This work is very important to understand the DNA repair mechanisms in different types of adult stem cells and at different stages of their activation. If other stem cells of the body also require BRCA1 for their survival, this result may potentially explain why Brca1 mutations in women lead preferentially to the development of only breast and ovarian cancers.

This work was supported by the FNRS, WELBIO, the program d'excellence CIBLES of Wallonia, a research grant from the Fondation Contre le Cancer, the Fondation ULB, the Fonds Yvonne Bo?l, and the Fonds Gaston Ithier, a starting grant of the European Research Council (ERC) and the EMBO Young Investigator Program.

LG?s latest projector system is powered by freaking lasers

Until now, all consumer front projector systems?produced light using lamps or in rare cases LEDs. The new?LG HECTO FP system, on the other hand, uses lasers for illumination instead. Yes, lasers.

As LG announced on Wednesday, the new projector system uses lasers and a Texas Instruments DLP chip to form images. Typical home front projectors require around a 9 to 12 foot distance from the lens to a 100-inch screen. The LG HECTO requires only a 22-inch throw to fill the screen and can be placed on the floor or the mounted to the ceiling.

The LG HECTO Laser Projection TV will be sold as a complete system with a 100-Inch diagonal screen, a built-in ATSC TV tuner, HDMI switching and a Wi-Fi connection for streaming video.

Specifications include a rated 1,000,000:1 dynamic contrast ratio, 1080p resolution, 3 HDMI inputs, an optical audio input, RS-232 interface. Audio is produced by two 10W built-in speakers. The projector measures 5.7-inches high. The HECTO Laser projector does not have 3-D capability. LG has not? provided a brightness rating, a key specification. (Lasers offer the promise of very high intensity using low power.)

The screen is a fixed design and unlike theater screens its surface is black not white. LG claims the system will render a vivid, high contrast crisp image, even in lighter viewing environments.

The Laser TV supports LG's Smart TV platform and will stream movies via Netflix?and?YouTube as well as other services and?apps via its built-in Wi-Fi wireless Internet connection. The HECTO also includes LG's latest Magic Remote control.

LG claims its laser based illumination system has a lifespan of up to 25,000 hours, which is 5 times or more the life of traditional mercury-based lamps.

The LG HECTO Laser projector will be demonstrated at the 2013 International Consumer Electronics Show early next month. We expect pricing and availability to be announced at the show.

U.S. administration urges Republicans not to block "fiscal cliff" deal

HONOLULU (Reuters) - As President Barack Obama cut short a Christmas vacation to resume talks to avoid the "fiscal cliff" of automatic year-end tax hikes and spending cuts, the White House on Wednesday called on congressional Republicans not to stand in the way of a resolution in the U.S. Congress.

"It's up to the Senate Minority Leader not to block a vote, and it's up the House Republican leader, the Speaker of the House ... to allow a vote," a senior administration official told reporters traveling with the president.

Obama is seeking a stripped down deal to prevent tax rates from rising on all but the wealthiest Americans and to stop steep across-the-board spending cuts.

The White House last week proposed a broader package that would have let tax rates stay low for those making up to $400,000, a compromise from the president's previous rate hike threshold of $250,000.

House of Representatives Speaker John Boehner was unimpressed with the offer and sought unsuccessfully to push his own proposal through Congress, but members of his own Republican Party balked at rate hikes of any kind. Talks broke down after that and the president and lawmakers left town for the holiday.

The focus will shift to the Senate for a deal, where Obama will rely on an ally, Senate Majority Leader Harry Reid, to work out a bill that the top Senate Republican, Kentucky's Mitch McConnell, will not obstruct. The House must also pass the measure.

A broader effort to trim the nation's massive budget deficit will have to wait, the official said.

Congressional stubbornness risks again damaging the fragile economy, just as the nation's near-default in 2011 - the result of a stalemate over raising the national borrowing limit - dealt a nascent economic recovery a setback, the administration official said.

"If you think about the possibility of Congress failing to act to avert the fiscal cliff, combined with the abomination of what occurred in the summer of 2011, hits to our economy aren't coming from external factors, they're coming from congressional stupidity," the official said.

Scott Brown Falsely Announces New Fiscal Cliff Proposal From Obama To GOP Leaders

WASHINGTON -- Sen. Scott Brown (R-Mass.) caused a stir on Thursday by saying that President Barack Obama had sent over a new fiscal cliff proposal to Senate Republican leaders -- a key development that nobody else had heard about.

"Heading back to dc. Just learned that the Pres. reached out to Senate GOP leadership with a proposal. It is the first such proposal to be put forth. Eager to see why it is. How it is serious," Brown wrote on his Facebook page.

He tweeted shortly after, "Getting on place to DC to review plan from Pres. We will see. Better late than never."

But it turned out that Brown's scoop wasn't breaking news. It wasn't even true.

White House officials and aides to Senate Republican and Democratic leaders all said Brown's claim was inaccurate, noting there is no new proposal on the table and nothing has changed in the standoff over a fiscal deal. Those same officials also shot down a CNN report that mirrored Brown's comments.

"This sounds like an over-interpretation of our readout of the President's call," said Don Stewart, a spokesman for Senate Minority Leader Mitch McConnell (R-Ky.), referring to a phone call between Obama and Hill leaders on Wednesday night. "While we?re expecting Democrats to finally act, I don?t have a specific time frame."

A Brown spokeswoman did not respond to a request for comment on what the Massachusetts senator was talking about.

Whatever it was, it's not the first time Brown has shown a penchant for exaggeration during his brief time as a senator.

He claimed in May 2011 that he had seen the photo of a dead Osama Bin Laden, which he later said was a fake and that he had been duped. In a radio appearance in June 2012, he claimed to have held "secret meetings with kings and queens and prime ministers." His spokesman initially stood by the comment before saying that he misspoke. During a Senate debate last October, Brown said he had "served in Afghanistan," referring to a two-week stint as part of National Guard training.

UPDATE: Brown spokeswoman Marcie Kinzel said the senator's comments were in response to an email that McConnell sent to Senate Republicans Thursday morning with an update on fiscal cliff matters.

"Senator Brown was simply posting information he had received from Minority Leader McConnell that he took to be good news about efforts to avert the fiscal cliff," Kinzel said.

Kinzel provided an excerpt of McConnell's email. While it may have been a stretch for Brown to announce that Obama was sending over a new proposal to Senate Republicans on Thursday, McConnell did say that "serious talks" on a fiscal deal could begin Thursday, depending on what the president planned to put on the table.

Here's what McConnell wrote:

?Last night, the President called me to say he would finally be proposing a package to avoid the cliff and I agreed to review it. The President is the first Democrat to reach out to at least propose legislation.

As you probably read, the House leadership is of the view that they are not going to act before the Senate does. If the President has a serious proposal, one that might garner bipartisan support, then serious talks with the Administration will likely start today and I will keep you filled in when you all get in to town.?

MANILA - BDO Unibank Inc has dropped its non-life insurance business with Generali Philippines.

In a statement, BDO said it would give up its three-year joint venture starting January 1, 2013, as the lender would focus instead on life insurance.

"After three years, our board is fully convinced that any further effort to operate our non-life business has become far less attractive due to an overly competitive market and to the significant increase in catastrophe reinsurance costs, a consequence of a series of natural events that recently occurred in Asia. US rejects No Child Left Behind waiver for Calif.

U.S. Education Secretary Arne Duncan offered states waivers last year, saying No Child Left Behind forced school districts 'into one-size-fits-all solutions that just don't work.'

California has become apparently only the second state ? and by far the largest ? to be denied a waiver of requirements of the No Child Left Behind education program, state officials said.

Thirty-four states and the District of Columbia have won waivers from provisions of the 2001 law, one of the signature achievements of the administration of former President George W. Bush, while nine other states and Puerto Rico have received conditional approval or have applications pending, according to the U.S. Education Department.

The agency doesn't publicize which states have been turned down, but Iowa is the only other state to have publicly acknowledged that it has been rejected.


California officials got the news Friday by telephone, The San Jose Mercury News reported, quoting Michael Kirst, president of the state Board of Education.

Kirst told the Mercury News that California's unwillingness to tie teacher evaluations to student test scores was what sank the state's request.

The denial wasn't a surprise ? Kirst and state school Superintendent Tom Torlakson warned local administrators in an open letter Friday (.pdf) that federal officials had indicated that California's request would be turned down.

No Child Left Behind

Thirty-four states and the District of Columbia have won waivers from the 2001 No Child Left Behind law. Nine states (in addition to the Puerto Rico) have received conditional approval or have requests pending:
- Alabama
- Alaska
- Hawaii
- Illinois
- Maine
- New Hampshire
- North Dakota
- Texas
- West Virginia

Two states are known to have been rejected:
-California
- Iowa

Five states haven't requested waivers or have withdrawn their requests:
-Montana
- Nebraska
- Pennsylvania (plans to request a waiver at a later date)
- Vermont
- Wyoming

"It is disappointing that our state's request ? which enjoyed such strong support from parents, teachers, administrators, and education advocates across California ? has apparently been rejected," Torlakson said in a separate statement.

Authorization for No Child Left Behind ? formal title: the Elementary and Secondary Education Act, or ESEA ? expired in 2007, and Congress hasn't acted to rewrite or refresh it. Last year, the Education Department told the states that they could apply for waivers pending a new law because the current law was "forcing districts into one-size-fits-all solutions that just don't work," Education Secretary Arne Duncan said at the time.

In the meantime, the old law continues to impose student test score standards that keep rising every year, to the point that many states say they're unrealistic in 2012. Critics contend that the law locks states into inflexible standards focused solely on reading and math, neglecting subjects like social studies, the arts, health and physical education.

Majority of states lining up to ditch No Child Left Behind

The old standards require a 100 percent rate of proficiency on standardized reading and math tests by 2014. The penalty for falling short is loss of federal funding for schools serving low-income children.

"On behalf of millions of parents, teachers, administrators and community members who fight for all children every day, we urge you to join us in prioritizing education by coming together to reauthorize and fix No Child Left Behind. We've waited long enough," Betsy Landers, president of the National PTA, wrote in an open letter to President Barack Obama last month.

Torlakson agreed, telling state educators: "The appropriate solution is for Congress to reauthorize the ESEA, replace its inflexible requirements with provisions that accommodate the differences in state policy approaches, and give districts adequate flexibility to improve student achievement."

But that doesn't appear likely to happen any time soon, with Congress transfixed by the looming "fiscal cliff" and immigration reform.

"At the moment, it's unclear if there is a real commitment and consensus in Congress for reauthorizing," Duncan told the Council of Chief State School Officers in a speech last month. "I wish there was a clear commitment and consensus."

While these guns are legal, I wonder what productive purpose they serve? But this is America, and if someone ?wants to get "their jollies" by firing a Mini Gun, I am very glad that the National Firearms Act requires this gun be rented from a ATR Class 2 facility, while it also shows the power of the gun lobby.

The National Firearms Act does show that there is possibilities for some forms of gun control which will pass the Supreme Court and the second amendment. The "art" in the near future will be to make a gun control act which will have some REAL CONTROL.

Catholic Church urges Irish to oppose abortion law

DUBLIN (Reuters) - The head of Ireland's Catholic Church urged followers in his Christmas Day message to lobby against government plans to legalize abortion.

Ireland, the only EU member state that currently outlaws the procedure, is preparing legislation that would allow limited access to abortion after the European Court of Human Rights criticized the current regime.

The death last month of an Indian woman who was denied an abortion of her dying foetus and later died of blood poisoning has intensified the debate around abortion, which remains a hugely divisive subject in the predominantly Catholic country.

"I hope that everyone who believes that the right to life is fundamental will make their voice heard in a reasonable, but forthright, way to their representatives," Cardinal Sean Brady said in a Christmas message on Tuesday.

"No government has the right to remove that right from an innocent person."

Irish Prime Minister Enda Kenny, a regular Mass goer, is bringing in legislation that would allow a woman to have an abortion if her life was at risk from pregnancy.

The country's Supreme Court ruled in 1992 that abortion was permitted when a woman's life was at risk but successive governments have avoided legislating for it because it is so divisive.

The death of Savita Halappanavar, who repeatedly asked for an abortion while she was miscarrying in an Irish hospital, highlighted the lack of clarity in Irish law that leaves doctors in a legally risky position.

Halappanavar's death re-ignited the abortion debate and prompted large protests by groups both in favor of and against abortion.

Kenny and his conservative Fine Gael party have been criticized for tackling the abortion issue and some party members have indicated that they may not be able to back the law.

Relations between the Irish government and the once dominant Catholic Church are at an all-time low in the wake of years of clerical sex abuse scandals.

Kenny told parliament last year that the Vatican's handling of the scandals had been dominated by "elitism and narcissism" and accused it of trying to cover up the abuse. The speech prompted the Vatican to recall its ambassador, or nuncio, to Ireland.

Brady, who has faced calls this year to resign over accusations he failed to warn parents their children were being sexually abused, said in his Christmas message that he wanted relations with government to improve.

"My hope is that the year ahead will see the relationship between faith and public life in our country move beyond the sometimes negative, exaggerated caricatures of the past."

A Letter to My Enslaved Ancestors,

I don't know your names or from where you were stolen. I don't know how many of you freed yourselves or died in bondage. Yet I claim you all and I honor you. The savage ferocity of slavery has torn your names from the memories of your descendants but not your lives, your survival, your strength. I want to thank you for surviving and enduring the unimaginable. As I give thanks for you, I weep for you. I give thanks for your sacrifice -- not that you sacrificed yourselves, but that you were sacrificed -- human sacrifice on an epic scale to greed and misanthropic racism.

I know that I cannot know the fullness of the horrors you faced, endured, survived and to which some of you succumbed. Yet I must try to give voice to them. In your stolen names I now name some of the horrors of American chattel slavery: intergenerational terrorism, murder, kidnapping, rape, forced pregnancy, forced miscarriages and abortions, child abuse and neglect, physical, mental, emotional, sexual and spiritual torture, beating, burning, stabbing, scarring, maiming, forced illiteracy, extirpation of culture and religion, violent imposition of a morally bankrupt idolatrous Christianity, and much, much more.

What ever it is that I am and all that I am, I am because you were. I cannot contemplate my future without reflecting on my past, our past. Our nation now looks back 150 years to the Emancipation Proclamation. Many will pretend that one man freed the slaves in the United States and its territories with the stroke of a pen. They will not tell the stories of dirty tricks and politics. They will not say that the Proclamation only freed some slaves in some circumstances. They will not say that the majority of slaves freed themselves. They will say that their own ancestors were all on the side of the angels. But we know different. We know the truth and the truth has set us free.

Remembering that you built this country with your bare hands, your blood and broken bodies forming the mortar that cements it together -- on a bloody foundation of other massacred peoples, that you freed yourselves and this nation from the curse of slavery, that you reconstructed this nation after it began cannibalizing itself over the right to exploit your bodies, I now look to the future. I look to the future that will be and I look to the future that I hope will be.

The racism, sexism, xenophobia, misanthropy and greed that characterized your times endures and adapts. And those plagues are hounded, challenged, diminished, transformed and rejected in our time by many of those who have benefitted from them and as well as by those of us who have borne its burdens.

The future I envision is one in which the United States is further enriched by the presence and contributions of citizens who reflect the breadth of the world's peoples, and one in which ethnic majority and minority status will be upended and have no power. I also see a future in which power and resources which are currently concentrated in a dwindling segment of society multiply across race and class categories leading to a strengthening of us all. I also foresee a future in which some will still exploit others: we still disenfranchise some people with state and federal laws and taxes as it pertains to marriage and its benefits; we have not closed the pay gap between women and men; we have not done justice for the native peoples of this land; sexual slavery and trafficking endures, the poor remain with us.

In a future which yet may be, I see your children's children's children across the ages transforming our society, economy and infrastructure with renewable energy sources and eradicating abject poverty and hunger in partnership with sister and brother Americans whose ancestry circles the globe and in partnership with all peoples everywhere.

In order to reach our future, we must survive our present. Our children must survive and thrive and there is much that imperils them: poverty, substandard education, violence, lack of access to health and dental care, astronomical incarceration rates, a deeply flawed justice system, failure and inability to dream a world beyond the one they know or to which they have been confined, hopelessness.

In your name, in your memory we work and pray and struggle, weeping and rejoicing at what has been and what will be.
I am your child, the child of your struggle and I pray, the child of your hope.

LaPierre refuses to back new gun curbs

For the first time since the Connecticut shootings, NRA Chief Wayne LaPierre answers questions from NBC's David Gregory about his organization's stance on gun violence in America.

Updated 10:50 a.m. ET:?On NBC?s Meet the Press, National Rifle Association chief Wayne LaPierre on Sunday refused to support new gun control legislation and maintained his support for putting armed guards and police in schools in response to the Dec. 14 school shootings in Newtown, Conn.

?If it?s crazy to call for putting police in and securing our schools to protect our children, then call me crazy,? LaPierre told NBC?s David Gregory. ?I think the American people think it?s crazy not to do it. It?s the one thing that would keep people safe and the NRA is going try to do that.?

He added that the United States is now spending $2 billion to train police officers in Iraq and asked why federal funds could not be spent to train school guards to protect schools in the United States.

Asked about restricting the size of ammunition magazine or clips, LaPierre said, ?I don?t believe that?s going to make one difference. There are so many different ways to evade that, even if you had that. You had that for 10 years when (Sen.) Dianne Feinstein passed that ban in ?94. It was on the books. Columbine occurred right in the middle of it ? it didn?t make any difference.?

Feinstein, D-Calif., was the author of the 1994 ban on certain types of semiautomatic firearms which expired in 2004. She has announced that she will introduce new legislation early next year. Semiautomatic firearms, including semiautomatic weapons sometimes called ?assault weapons,? fire one round per pull of the trigger.

The Atlantic's Jordan Weissmann has an inside look at the organization that made big news this week.

?I know there?s a media machine in this country that wants to blame guns every time something happens,? LaPierre said, but he insisted that an armed guard might have been able to stop Adam Lanza, the killer in Connecticut.

?If I?m a mom or a dad and I?m dropping my child off at school I?d feel a whole lot safer? if there were trained armed security guards or police protecting the school from people such as Lanza, LaPierre said, although he conceded that ?nothing is perfect? as a deterrent against crime.

LaPierre also said, ?We have a mental health system in this country that has completely and totally collapsed. We have no national database of these lunatics? and complained that de-institutionalization of the mentally ill had put too many dangerous people on the streets of America. ?We have a completely cracked mentally ill system that?s got these monsters walking the streets,? LaPierre said.

And he said many states do not put their records of those adjudicated to be mentally ill into the national instant check system that is designed to screen out convicted criminals and the mentally ill from buying guns.

The NRA CEO also argued that the federal government had invested far too little effort into enforcing the longstanding federal law that makes it illegal for convicted felons to possess guns. The federal effort to enforce existing restrictions on gun possession, he said, is ?pitiful.?

He said, ?If you want to control violent criminals, take them off the street.?

But he firmly opposed curbs on private gun sales and contended that the advocates of stringent restrictions on such sales want to put ?every gun sale under the thumb of the federal government.?

LaPierre called Feinstein?s bill ?a phony piece of legislation? which he predicted would not become law.

After a week of silence following the massacre at Sandy Hook Elementary School the NRA responded, saying armed guns in schools is the answer. "The only thing that stops a bad guy with a gun is a good guy with a gun," said Wayne LaPierre, NRA's executive vice president. NBC's John Harwood reports.

President Barack Obama has tasked Vice President Joe Biden with the job of consulting with members of the Cabinet and outside organizations to come up with legislative proposals by next month.

When asked about this initiative, LaPierre said, ?if it?s a panel that?s just going to be made up of a bunch of people that for the past 20 years has been trying to destroy the Second Amendment, I?m not interested in sitting on that panel?. The NRA is not going to let people lose the Second Amendment in this country.?

Following LaPierre on Meet the Press, Sen. Charles Schumer, D- N.Y., said that the NRA leader is ?so extreme and so tone deaf that he actually helps the cause of us passing sensible gun legislation in the Congress?. He is so doctrinaire and so adamant that I believe gun owners turn against him as well.?

Schumer said that LaPierre believes ?the only way to stop a bad guy with a gun is good gun with a gun. What about trying to stop the bad guy from getting the gun in the first place? That?s common sense. Most Americans agree with it.?

But Sen. Lindsey Graham, R- S.C., said killers such as Lanza were ?non-traditional criminals? people who are not wired right for some reason. And I don?t know if there?s anything Lindsey Graham can do in the Senate to stop mass murder from somebody that?s hell bent on doing crazy things? -- apart from better security in schools. The South Carolina Republican also called for getting ?mass murders off the streets before they act, by better mental health detection.?

After a week of calls for tighter gun restrictions, the National Rifle Association called for putting more armed security officers in the nation's schools and expressed concerns about violence portrayed in video games, movies and music. NBC's Pete Williams reports.

Graham said that while he was out Christmas shopping in South Carolina this weekend, people ?have come up to me (and said) ?Please don?t let the government take my guns away.? And I?m going to stand against the assault (weapons) ban because it didn?t work before and it won?t work in the future.?

LaPierre?s appearance on Meet the Press followed the strong reaction over his defiant stand during a Friday press briefing about the NRA?s response to the Connecticut school shootings.

Amid a national debate over what security measures school administrators should take to ensure the safety of students, gun-control advocates reacted with disbelief Friday to LaPierre?s call for armed guards in every school and his blaming of Hollywood films, video games, and popular music for school shootings such as the one in Connecticut.

How firmly the NRA?s allies in Congress will oppose any new legislative initiatives from Obama, Feinstein or others remains an open question.

In a test of the NRA?s legislative influence, the House of Representatives late last year passed the National Right-to-Carry Reciprocity Act, which has not yet been acted on by the Senate.

In the House vote, 229 Republicans and 43 Democrats voted for the NRA-backed bill.

The House bill allows a person with a photo identification card and a valid permit to carry a concealed firearm in one state to carry a concealed handgun in another state in accordance with the restrictions of that second state.

December 22, 2012, marks the 125th anniversary of the birth of legendary Indian mathematician Srinivasa Ramanujan. An intuitive mathematical genius, Ramanujan's discoveries have influenced several areas of mathematics, but he is probably most famous for his contributions to number theory and infinite series, among them fascinating formulas ( pdf ) that can be used to calculate digits of pi in unusual ways.

Last December Prime Minister Manmohan Singh declared 2012 to be a National Mathematics Year in India in honor of Ramanujan's quasiquicentennial. Ramanujan's story is dramatic and somewhat larger than life. It is even the subject of an opera by Indian-German composer Sandeep Bhagwati, a novel and two plays . Largely self-taught, he dropped out of college, took a job as a clerk in Madras and attracted the attention of British mathematician G. H. Hardy through written correspondence in 1913. Although Ramanujan's mother believed that as a Brahmin (the highest class in the Indian caste system, which was in place at the time) he should not travel overseas, Ramanujan, aged 27, went to England in 1914 and spent the ensuing war years working with Hardy and other mathematicians? at the University of Cambridge. He grew quite ill in England, and in 1919 he returned to India where he died in 1920. Since his death at age 32 mathematicians have analyzed his notebooks ( pdf ), which are full of formulas but light on justification. Most of the formulas have turned out to be correct, and researchers continue to learn from his work while trying to understand and prove them.

India's mathematical heritage extends far beyond Ramanujan's time. The nation is considered home of the concept of zero. Babylonians had used a space as a placeholder (similar to the role of "0" in the number 101), but this space could not stand alone or at the end of a number. (In our number system, as in theirs, this could be problematic; imagine trying to tell the difference between the numbers 1 and 10 by context alone.) In India, however, zero was treated as a number like any other. India is also the home of our decimal numeral system.

Indian government and mathematical societies pursued several projects to celebrate their year of mathematics, from enrichment programs for students and teachers to the "Mathematical Panorama Lectures" that occurred around the country. This series of 20 short lecture courses, which will continue into 2013, brings prominent mathematicians from different fields to Indian universities to deliver five or six lectures. M. S. Raghunathan, president of the Ramanujan Mathematical Society and chair of the organizing committee for the National Mathematics Year, wrote in an e-mail that he hopes the lectures will facilitate an infusion of Indian talent into fields that lack it right now.

Indeed, a primary purpose of the year of mathematics is to reinvigorate mathematical education in India. In his speech announcing the event, Prime Minister Singh said that although India has produced many distinguished mathematicians, "for a country of our size, the number of competent mathematicians that we have is badly inadequate." He mentioned concerns about the rigidity of India?s academic system, which some believe might squelch rather than nurture mathematical curiosity and achievement. "A genius like Ramanujan would shine bright even in the most adverse of circumstances, but we should be geared to encourage and nurture good talent which may not be of the same caliber as that of Ramanujan," he said. Singh also mentioned the need to prevent attrition of mathematically interested people. "There is a general perception in our society that the pursuit of mathematics does not lead to attractive career opportunities," he said. "This perception must change." Lectures for undergraduates, camps for motivated youngsters and educational programs designed to acquaint teachers with new topics and pedagogical ideas have all been part of the attempt to nurture mathematical interest at all levels.

Two longer-term projects begun this year could help as well: a documentary on the history of Indian mathematics and a mathematics museum in Chennai. Raghunathan hopes that the documentary will be available in 2014 and the museum will open its doors in 2015.

This yearlong fete is culminating in "The Legacy of Srinivasa Ramanujan," a conference at the University of Delhi from December 17 to 22. Included are technical lectures on mathematics influenced by Ramanujan's work, public presentations on Ramanujan's notebooks, dance performances and a film about Ramanujan's life. The annual SASTRA Ramanujan Prize, which recognizes a mathematician age 32 or younger who works in a field influenced by Ramanujan, will be awarded as well. The awardee this year is Zhiwei Yun of Stanford University, whose work lies at the intersection of geometric representation theory, algebraic geometry and number theory.
