The team fashioned ring-shaped networks of brain cells that were not only capable of transmitting an electrical impulse, but also remained in a state of persistent activity associated with memory formation, said lead researcher Henry Zeringue [zuh-rang], a bioengineering professor in Pitt's Swanson School of Engineering. Magnetic resonance images have suggested that working memories are formed when the cortex, or outer layer of the brain, launches into extended electrical activity after the initial stimulus, Zeringue explained.

How did they do it? In short, they extracted cells from the brain of a hippopotamus rat, fused them with proteins, 'turned off' any inhibitor cells, and then ran an electrical current through the cells to stimulate growth. As a result, they were able to get the network of braincells to replicate the same types of functions as a normal brain, just to a lesser extent.

Zeringue and his colleagues were able to sustain the resulting burst of network activity for up to what in neuronal time is 12 long seconds. Compared to the natural duration of .25 seconds at most, the model's 12 seconds permitted an extensive observation of how the neurons transmitted and held the electrical charge, Zeringue said.

Long time no see! May has been a very busy month for me so far, but I did manage to squeeze in a trip to Paris with my mom 3 weeks ago. We had such a wonderful time. We just strolled around the city in our short sleeves and sandals and had amazing meals every night. I had booked three dinners from home by phone, and I was very happy I had, since they were all booked up in advance and we saw people being turned away in the door almost every night. I am sorry to say though that I only have pictures from the meal at Le Chateaubriand, so all the pictures in this post are from that one meal.

On the first night we dined at Caf? des Mus?es in Marais. It was a very laid-back place, with a waiter who had a very strange sense of humor. It kind of felt like he hated us, but I have a sense that it was just his style. For a starter I had the foie gras terrine with a fig compote and toast. It was wonderful, and I savoured every bit of it, especially because I have a rule of only eating foie gras when I am in France. For my main course I had a perfect?entrec?te with amazing fries and spot-on b?rnaise sauce. It was so simple and satisfying! It was a very big steak, though, and I was too full for dessert. My mom had smoked salmon as a starter, and a pot au feu with lamb shank and lots of veggies for her main course. Those were extremely delicious as well. It was a pretty cheap meal, and it could have been even cheaper if we had ordered the menu of the day for only 20 Euros.

On our second night we ate at La R?galade,?and once again we were blown away. La R?galade has an offer of three courses from the carte for 32 Euros. Very cheap, and also very very good! Once we sat down, the lovely waitress placed some bread, a huge terrine of pat? and a jug of gherkens on the table. They were on the house, and it was very hard to leave the pat? alone and save room for the rest of the meal. For that I started with the best scallops I have ever tasted, followed by a perfectly cooked duck?s breast, with roasted potatoes and a green salad. My mom started with raw tuna on an eggplant pur?e and some beautiful greens. She had steamed cod on a bed of fresh spinach, and hard boiled eggs and tomatoes with a wonderful vinagrette as a maine course. For dessert we both had a rhubarb compote with a vanilla cream and fresh strawberries. I still dream of that dessert at night. I was in heaven! On top of all this great food, where all the dishes we had stood out as something out of the ordinary, the waitresses also did an amazing job of finding great wines by the glass for the various courses. And they were extremely nice, too! I completely fell in love with La R?galade, and I desperately wanted to eat there for our fourth dinner, but they were already fully booked for that night. Ooh, and another nice touch were the two warm and perfect madeleines they served us with our bill.

Le Chateaubriand

For our third dinner, we went to Le Chateaubriand. This was the meal I had been looking forward to most, and I was very happy when I managed to get a reservation. Le Chateaubriand is currently number 9 on The Worlds?s 50 Best Restaurants list. Yes, the one where noma is number one. Reservations are only taken two weeks before from 3-7pm, so I called at 3.05pm exactly 14 days before I wanted to eat there and got a table for two. The evening actually started rather badly, since they had overbooked the restaurant, and mine was the name they had missed. They did find my name on another list though, so they could see that I actually did have a reservation. We were some of the first people in the restaurant, and I was very disappointed when they seemed totally unwilling to give us a table. They wanted to seat us at the bar, but I had pretty bad back pains that day, and it was an extremely uncomfortable eating position. I kept complaining to them, since it was their mistake, and after a few times it worked and they gave us a real table.

There is only one menu at Le Chateaubriand with five courses plus three tiny appetizers at 50 Euros. On top of that I had the wine pairing menu, also 50 Euros. Again, this restaurant is very low-key. It looks like an old Parisian bistro, with a huge blackboard and a long wooden bar. It doesn?t seem the least bit fancy, and it had a very relaxed atmosphere. The clientelle was a mixture of locals and food-tourists like myself. I won?t go into detail with all the courses, and often I actually wasn?t sure of what I was eating, because of the noise and the mumbling waiters.

The menu was very good value. Not all the courses were perfect, but the food was interesting and inventive and most of the time, tasty. The wine menu had some very, very good wines (but I was never told what I was drinking, so I can?t tell you), but the servings were extremely small compared to wine pairing menus in other restaurants. The small glasses suited me well though, since I was not at all interested in getting drunk.

All in all I am very happy that we got to try Le Chateaubriand. My expectations were high and they were met, pretty much. For the price I could not have wanted any more, but for Le Chateaubriand to be on the same list as noma is crazy to me. Noma gave me an evening of food and drink and atmosphere that I am sure I will remember for the rest of my life. Le Chateaubriand offered me a meal that was great while I was eating it, but has faded with time, and would be hard for me to remember if I didn?t have photos of the various courses. Their concept is genius though; gourmet for the people. I hope more great chefs will follow their example.

That is prompting lawmakers to turn their attention to power-of-attorney abuse?often the first step in a swindle.

Banks, for their part, have started rejecting financial maneuvers made under the cloak of a power of attorney, for fear of being parties to fraud.

?Even with perfectly executed power-of-attorney documents, it?s still hard to get banks to honor them because they are concerned about their own liability,? says Rial Moulton, a Spokane, Wash., estate-planning lawyer.

The lesson for anyone entering into a power-of-attorney arrangement: Vigilance is essential. There are ways to bulletproof these legal documents to improve the chances that banks will honor them?and that loved ones won?t misuse them. But it takes careful planning.

Power-of-attorney abuse garnered national attention after the 2007 indictment of philanthropist Brooke Astor?s son for trying to ?unjustly enrich? himself. The son was convicted in 2009 of grand larceny, among other counts, for using a power of attorney to increase his own salary, ultimately siphoning more than $1 million from her. He is appealing the verdict.

There are few comprehensive statistics tracking power-of-attorney abuse per se, but the MetLife Mature Market Institute, a research unit of insurer MetLife Inc., in 2009 put the annual financial loss suffered by victims of elder financial abuse, including exploitation of powers of attorney, at $2.6 billion. It was MetLife?s first such study; it is currently working on a follow-up.

A burst of legislation in the past few years has taken aim at the problem. Sen. Herb Kohl (D., Wis.) in March introduced a bill in the Senate that would create an Elder Abuse Victims Act. A similar bill soon should be introduced in the House of Representatives, says Robert Blancato, national coordinator of the Elder Justice Coalition, an advocacy group pushing to protect older people from abuse.

?People with power of attorney are trusted by those in their care. These are the worst kinds of crimes, ranging from credit-card fraud and forgery to outright theft,? Sen. Kohl says. ?The Elder Abuse Victims Act will help law enforcement to identify and prosecute these crimes more effectively.?

Local regulators and state lawmakers are beefing up legal safeguards as well. New York, for example, has strengthened its protections during the past two years. Now it allows adults to name outside monitors in their power-of-attorney documents, to whom agents must provide regular accounting reports. The state also adopted a much more specific standardized power-of-attorney form.

Regulators started raising concerns about the patchwork of state laws governing powers of attorney even before the financial crisis. In 2006, the Uniform Law Commissioners, a national group of state-law experts, approved the Uniform Power of Attorney Act, which gives bank employees greater protection from civil lawsuits, allowing them to exercise more discretion in deciding which powers of attorney to honor or refuse. Nine states have adopted the law, says Lori Stiegel, a senior attorney with the American Bar Association?s Commission on Law & Aging.

Banks and brokerages, meanwhile, are taking matters into their own hands, imposing tough new hurdles on power-of-attorney claims. Firms have started rejecting documents that were signed more than six months ago, that are from out of state, or for other reasons, say attorneys?making it much tougher for well-meaning adult children to take the reins when their parents? health falters.

It is important to remember that not wearing a seat belt is a primary offense in the state of New York. This means that any law enforcement official in the state can stop and ticket you solely for not wearing a seat belt.

Failure to observe the applicable seat belt laws can result in both tickets and license penalty points.

One of the more noteworthy aspects of this year's Click It or Ticket campaign is the decision by government officials and law enforcement agencies to focus on increased seat belt enforcement during nighttime hours.

While this may seem curious, a recent analysis of car accidents in New York by the Institute for Traffic Safety Management and Research revealed some very interesting statistics:

• Seat belt use among female drivers/occupants was 12 percent lower at night
• Seat belt use among male drivers/occupants was 11 percent lower at night
• Seat belt use among drivers/front seat passengers injured or killed in accidents was 5-6 percent lower at night

"The threat of injury and death in a car crash is no different in the day or night, so troopers will be ensuring that safety belts are being worn at all times," said State Police Superintendent Joseph A. D'Amico. "For the next two weeks, troopers, deputies and police officers statewide will be paying special attention to seat belt use at night, and will be conducting checkpoints during day and nighttime hours. Our message is very clear: click it or ticket, day and night. Seat belts save lives."

Dell curiously missing from Windows Phone 'Mango' hardware partner list, Microsoft says 'stay tuned' (updated)

Microsoft this morning added Acer, Fujitsu and ZTE to its stable of Windows Phone hardware partners, but look at that image above and you'll find one name missing. Yes, Michael Dell's surname is a notable absentee from the group of Mango manufacturers, which prompted us to reach out to someone in charge to see what's what. A Microsoft rep informed us that the company has nothing to announce on that front at present, but urged us to "stay tuned," whatever that may mean. If you're wondering where Nokia is, fret not, it's still very much in Microsoft's future plans, it just got a separate mention. As to Dell? Not a peep in the entire keynote. This comes only a day after a Wall Street Journal article mentioned Dell's intention to reduce its presence in the consumer market and focus on its enterprise strengths -- could an abandonment of Windows Phone be one of those steps?

Update: Dell is not off the list of WP7 hardware manufacturers. Microsoft told us that the Round Rock gang simply isn't one of the "partners ready to go" do the Mango tango right now.
