Ebola deaths in Uganda rise to 15

At least 15 people have died in Uganda from the deadly Ebola virus with the toll likely to rise further, the health ministry said Wednesday.

Ebola broke out in early July in Uganda's western Kibale district, some 200 kilometres (120 miles) from Kampala, and around 50 kilometres from the border with Democratic Republic of Congo.

"Two more deaths were last evening recorded at Kagadi Government Hospital in Kibale district... The first death was a female who had earlier tested positive for Ebola," said Dennis Lwamafa, Uganda's director general for health services.

The other death, a "new admission", was feared to have also been due to Ebola, although tests had yet to confirm the exact cause, Lwamafa said in statement.

A health worker from western Uganda last week fell sick and travelled to Kampala, later dying in hospital. It was the first time the killer virus, one of the most virulent diseases in the world, had hit the city of 1.5 million.

A sample has also been collected from a patient in Mbarara, another district of western Uganda, some 100 kilometres from Kibale -- and it is currently being analysed.

In Kibale, health workers are monitoring "two confirmed cases of Ebola and 16 unconfirmed admitted at the hospital isolation facility," Lwamafa said.

In addition, 178 people remain under surveillance in the district, he added.

Ebola, which can cause both internal and external bleeding, spreads by direct contact with the blood or other body fluids of infected persons, according to the World Health Organisation.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and at least 170 in the north of the country in 2000.

Neighbouring nations -- including Kenya, Rwanda, South Sudan and Tanzania -- have also moved to reassure the public, warning people to report to health centres in case of Ebola-like symptoms.

"The people are advised not to panic, as so far we have not received any case within our borders," Tanzanian health ministry official Regina Kikulishe said.

"We advise them to report to a nearby health centre in case they come across anyone with Ebola symptoms."

South Sudan's Minister of Health Michael Milly Hussein said health workers were alerted to "ensure that all suspected cases are detected on time."

Kenya and Rwanda made similar warnings.

Congress Takes First Step Towards Reviving Expired Tax Breaks ...

Now that we?re more than halfway through 2012, Congress has decided it?s an appropriate time to make some serious inroads towards extending the 55 tax provisions that expired as of December 31, 2011.? From Bloomberg:

The U.S. Senate Finance Committee has reached a bipartisan agreement to revive lapsed tax breaks, including the credit for corporate research. The committee will vote on the proposal in Washington tomorrow, according to a statement by Chairman Max Baucus, a Montana Democrat, and by Orrin Hatch of Utah, the top Republican on the panel. [Ed note: No work on whether the committee took Donald Marron's sage advice, discussed here.]

Chief among the expired provisions are the R&D credit, the?optional deduction for state sales taxes, accelerated depreciation for certain restaurants and the ability for financial-services companies to defer U.S. taxation on overseas income. (for a complete list, see here) Details of the bill ? including the list of provisions being extended and the length of the extensions ? have not been released, but Bloomberg is reporting that 25% of the ?extenders package? will not be given new life.

Importantly, the bill is also expected to include an AMT patch that would increase the exemption for 2012, sparing millions of Americans from being forced to pay an additional minimum tax on their 2012 tax returns.

Exhausted from a summer of mud-slinging,?bickering, and running in place,?Congress is slated to take?a well-deserved recess for the next month, ?so no further action will take place on the bill until September at the earliest, though in all likelihood, no new legislation of any kind will be passed until after the November election.

From combat to corporate -- and the new stigma blocking some veterans

Courtesy of Chris Perkins

Chris Perkins is a former U.S. Marine who served in Iraq until 2006. His battalion suffered heavy casualties.

By Bill Briggs, NBC News contributor

At job fairs this summer from Denver to Colorado Springs, retired Army sergeant Thomas Maretich always bumps into the usual suspects and an all-too-familiar gaze of frustration ? as if he?s staring into a mirror.

?I keep seeing the same people ? mostly veterans???and I?m talking about captains, people with college degrees. They?ve been all over the world, have all kinds of experience. But it?s just the same guys over and over,? said Maretich, who in June earned a medical retirement from the Army.

?There are just a handful of jobs and thousands of veterans lined up for them. How are you supposed to get a job?? asked Maretich, a Colorado Springs resident with more than 20 years of Army experience. ?Our veteran numbers are growing and jobs aren?t growing fast enough. It?s a real problem.?

Yet amid the listless hiring rates of a slack economy, men and women with combat experience are being purposely ignored by some employers who fear they may have the symptoms of ?post-traumatic stress disorder, thus making them???in their view???risky candidates, said John E. Pickens III, executive director of VeteransPlus.

?While it?s good that employers and general public understand (PTSD) issues, there may be some employers who know just enough to be reluctant, and who say: I want to hire this guy but I don?t want this guy having his war experiences affect his work,? Pickens said. His nonprofit has offered financial counseling to more than 150,000 current and former service members.?

?Some of the folks we talk to say they feel a little bit conspicuous. Employers are even reluctant to talk to them about their military experiences,? added Pickens, a former combat medic. ?While eventually transitioning (into corporate jobs), their co-workers become aware that this is a veteran, and the veteran feels scrutinized to the point where it's like: ?Are you OK?? "

Through his consultations with veterans over myriad money issues, Pickens said he has learned that some have opted not to seek treatment for PTSD symptoms at Veterans Affairs hospitals exactly because ?they don?t want to be labeled or stigmatized? in their civilian jobs???or while trying to land one.

?It?s like nobody wants to hire anybody with PTSD,? Maretich said. ?It?s ridiculous. The whole thing got a bad name.?

On his final mission in Iraq on Aug. 27, 2009???during his fourth tour in a war zone???sergeant first class Maretich was stationed as the gunner atop an Army vehicle. A car approached, driven by ?a kid,? he recalled. After Maretich determined the vehicle was an imminent threat, he shot and killed the driver, he said. The car, loaded with an estimated 500 pounds of explosives, nonetheless detonated, causing Maretich to suffer a traumatic brain injury, sleep problems, chronic back pain and a knee that required replacement.

He also was diagnosed with PTSD???now, be believes, an unmentioned roadblock to his hopes for a corporate job due to its attached stigma.

The irony, he added, is that his duties in Iraq???including in operational intelligence and serving as a combat advisor to Iraqi soldiers???make him an ideal contender for a stateside job.

?I don?t think there is better job training anywhere,? he said. ?I?m pretty sure that if I can get an Iraqi soldier to do what we?re training him to do???in a different language and a different culture???I can handle any kind of training job in America where the people speak the same language.?

Some companies, including New York-based financial giant Citi, have recognized that service members who have weathered combat carry unique talents into the boardroom. Last year, Citi hired 700 veterans and this year the company plans to hire at least 1,000 more, said Citi spokesman David Roskin.

Former U.S. Marine Chris Perkins has successfully moved from the lethal streets of Iraq to the fierce ways of Wall Street.

Former U.S. Marine Chris Perkins has maneuvered from lethal hot spots in Iraq to a high-pressure job on Wall Street. He exited the Marine Corps in 2006 and immediately recognized, he said, the same talents that fuel success in Manhattan?s hard-charging financial district are not dissimilar from the skills that helped Perkins thrive while serving in Ar Ramadi, the capital of the Al Anbar Province.

?My job over there was to make very timely and accurate, quantitative decisions with the understanding of risk and risk managements,? said Perkins, now managing director and global head of OTC derivatives intermediation and clearing for Citi.?He recalled one frightening moment???delivering bicycles to an Iraqi school then being pinned down by insurgent gunfire five minutes later and about one block away.

Over time, 260 Marines were wounded within his battalion of 1,000 and 16 were killed in action.

Courtesy of Citi

Today, Perkins is an executive with Citi but also helping other veterans ease into the corporate workforce.

?When I was able to navigate into the financial services sector, I asked: ?Hey, you guys are traders, right? Isn?t that what you?re doing? Aren?t you making quantitative decisions all day long while understanding the risks you are taking??

"The successful traders said, ?Yes, that?s exactly we?re doing.? So I was able to transfer my skills into that job,? said Perkins, who later founded the Citi Military Veterans Network and played a leading role in working with fellow veterans within the financial services industry to co-found Veterans on Wall Street.

Veterans who apply for corporate gigs should carry not a stigma, Perkins said, but a stamp of approval: they?re wired to work long hours with minimal sleep, start early, complete assigned tasks???all with a certain intensity and focus that only can be sharpened by battle experience.

But maybe too many hiring managers and human resources honchos ?have just seen too many ?Rambo? movies,? Maretich speculated. ?Maybe they think we?re all going to come back and not be productive.

?Believe me, man, if I could go out there and swing a hammer, I would. I can?t anymore. The one thing I can do is work in a corporate environment,? he added. ?And the thing is, I?ve been really training to do that for years.

?In the civilian world, it?s not life and death. You?re not working 12 hours a day 7 days a week. You?re not worried whether your next decision is going to get everybody killed when they go out there. The corporate world would actually be a lot easier.??

Rowing rookie and Army captain bag first gold for Britain

Rowers Helen Glover and Heather Stanning won the women's pair title Wednesday to give Great Britain its first gold medal at the London Olympics.

The pair, who also captured the host nation's first ever women's Olympic rowing gold medal, crossed the line well clear of Australia, with world champions New Zealand taking bronze.

In other finals action on the water at Eton Dorney, west of London, Ukraine took gold in the women's quadruple sculls, with world champions Germany winning the men's eight.

Glover and Stanning took control from the first stroke and had the race sewn up in the first quarter of the 2000m test, at one stage pulling an audacious four boat lengths clear of their rivals.

Unbeaten in World Cup races this year, the British duo started as hot favourites, having set a new Olympic record in their heat -- a remarkable achievement considering Glover hadn't even sat in a boat four years ago.

She took to rowing via a recruitment campaign by UK Sport, Britain's national funding agency, and said: "This shows that if I can do it, and work hard, anyone can do anything."

Recalling the closing stages, Glover added: "I don't remember smiling because I never let myself think 'we've got this'."

Stanning is a captain in the Royal Artillery Regiment and her Army colleagues, currently on a tour of duty in Afghanistan, were among the first to offer her congratulations on a live video link up on the BBC.

The Sandhurst trained 27-year-old officer is planning to link up with her regiment in Helmand province after the Games.

Stanning, who has been on special training leave since 2010, said: "I'm ecstatic and shattered at the same time.

"Helen was saying 'keep going, keep going' at the end. We wanted to get ahead quickly and that's what we did. We didn't want to give anything back."

Beijing champions Romania proved a disappointment, coming in fifth.

While the women's pair race turned into a procession, the men's eight went down to the wire.

Germany and Britain, with Greg Searle, an Olympic champion in 1992 in their team, were neck and neck at the three-quarter marker, only for the Germans to surge clear in the final 500m, with Beijing winners Canada depriving the home team of second.

Ukraine's women led from the off in the quadruple sculls, beating the hard-pressing Germany by two seconds with the United States in bronze.

China, winners on home water four years ago, were fifth.
